the preliminary assessment stage through wetland master planning and ultimate regulatory
approval is Mr. Floyd's primary goal. Through work with The Brigman Company's team of
professionals and his routine contact with customers on current projects, he monitors the
company's progress towards obtaining its primary objective - Client Satisfaction.
Experience
With more than 18 years' experience in the wetland regulatory consulting field, Mr. Floyd has
worked on sites ranging in size from a single home lot to an 11,000-acre-plus multi-phase
development. His working knowledge of the wetland regulatory process from the field
determination/delineation stage through wetland master planning is widely sought. He has
conducted on-site wetland determinations/delineations of over 800 sites throughout the
southeast. Mr. Floyd has earned a reputation of respect among environmental regulators on the
federal, state and local level. Through his established relationship with regulatory agencies,
he can usually get an early, candid assessment of your project's permit ability long before you
invest substantial time and money. Mr. Floyd's expertise was called on to assist NASA with
developing and refining technology that identifies wetlands using satellite imagery. He is
regularly called on to conduct continuing education seminars on topics such as: wetland
recognition, wetland determination/delineation methodologies, wetland master planning,
permitting and tree identification.

- Broadway at the Beach - Myrtle Beach, South Carolina
- Wetland regulatory consultant responsible for conducting both routine wetland
determination/delineation and groundwater hydrology assessment to determine limits of
jurisdictional freshwater wetlands occurring within the subject property.
- Directed field surveying and mapping of established wetland boundaries and obtained U.S.
Army Corps of Engineers letter of jurisdictional determination.
- Central Electric Power, Limehouse Tap - Beaufort, South Carolina
- Completed routine wetland determination/delineation of a 16-mile power transmission line
corridor.
- Directed field surveying and mapping of established wetland boundaries.
- Obtained all necessary federal and state approvals to clear right-of-way and construct
transmission line.
- Carolina Forest - A New Township - Myrtle Beach, South Carolina
- Completed groundwater hydrology assessment for the determination of jurisdictional
freshwater wetlands within an 11,000-acre study area. The study area contained large areas of
marginal wetland hydrology where the physical indicators employed by the routine wetland
determination method failed to clearly identify large portions of the site as either wetlands
or non-wetlands.
- Electronic groundwater level data recorders were monitored and analyzed to determine which
portions of the site met the jurisdictional parameters for wetland hydrology. The completion of
the project resulted in the establishment of over 120-miles of U.S. Army Corps of Engineers
approved wetland boundary.
- South Carolina Pipeline Corporation - Carolinas Project
- Conducted alternative pipeline route analysis and completed field delineations of over
250-miles of natural gas pipeline corridors throughout the state of South Carolina.
- Nan Ya Plastics Corporation of America - Lake City, South Carolina
- Conduct routine wetland determination and biological assessment for a 350-acre plant
site.
- Prepared wetland master plan including detailed alternatives analysis and mitigation plan to
secure the issuance of a U.S. Army Corps of Engineers individual 404 permit authorizing the fill
of 8.5-acres of wetlands.
- Waste Effluent Land application Site - Turbeville, South Carolina
- Completed wetland delineation of a 400-acre site in Sumter County proposed for use as a
waste effluent land application site.
- Directed completion of field surveying and mapping and obtained letter of determination from
U.S. Army Corps Of Engineers based on the surveyed and audited wetland delineation map.
- Becker Minerals Crooked Creek Tract - Marlboro, South Carolina
- Wetland regulatory consultant responsible for identifying and delineating limits of
jurisdictional freshwater wetlands on-site and obtaining a jurisdictional determination
